The 19-year-old former Brazilian karting and Formula Sao Paulo champion becomes the team's first signing and will race the SLC R1 Mugen-Honda that has been developed during the winter with 2002 British F3 champion Robbie Kerr at the wheel.
Litespeed technical director Steve Kenchington said: "We are delighted that Victor will be driving for us this season. Moving onto British F3 is a natural progression for someone with his ability and level-headed temperament.
"Victor has a long career ahead of him and we are looking forward to an extremely exciting championship."
