Van Dam will renew his links with Volkswagen, having raced with their engines when he clinched the German ATS F3 Cup in 2007, after spending a year competing with TOM'S in Japan.
Volkswagen Motorsport Director Kris Nissen said: "I'm happy about the new member in our Formula Three family and wish Kolles & Heinz Union a lot of success in their debut season.
"The two founders of the team are seasoned motorsport experts, and their driver selection proves that they want to be among the front runners: with Carlo van Dam they are bringing an experienced and quick guy into our driver squad."
Kolles & Heinz Union have also announced the signing of BMW Sauber's former chief race engineer Mike Krack as their new technical director.
