Ramos will be making his debut in F3, graduating from the Formula Renault Eurocup where he finished seventh last year, while Nunes finished runner-up in the South American Formula 3 championship in 2008 with five wins.
Team boss John Booth said: "We're very happy to have signed Cesar and Pedro and we're looking forward to working with them throughout 2009.
"With both drivers being new to the championship, it will be a huge challenge for them, but we're preparing well and aiming for a successful season."
Manor plan to run four cars again this season and their third driver is expected to be announced shortly.
